In response to some queries, Spicer said this from the lectern before the Oval spray, ticking off what Trump was about to sign:

"Three is an executive order on Obamacare that directs the departments and the agencies to ease the burden of Obamacare as we transition to repeal and replace."

And more from a chaotic evening: Vice President Pence swore in Mattis as Defense Secretary and Kelly as Homeland Security Secretary. A small group of reporters was gathered moments after the Oval spray with Trump. The print pooler wasn't alerted, so apologies for the delay. Wire colleagues pass along some details.

Mattis took the oath first. Kelly next. Both signed papers. About 20 people were in the room, other than journalists. Many were military officers. They applauded after each swearing-in. This was in a ceremonial room in the EEOB.
